I'd say The Powers That Be, and we know that group has a high percentage of tribe. The situation in the 60's with the hippies manufactured on Leftist campuses and then turned out in the streets against normal people/society is pretty much the same shit going on with Antifa/BLM today. Playing the sides against each other to weaken society and allow the criminals at the top to do as they please as the plebs fight each other, and since Leftists do not naturally exist in large numbers they have to manufacture them. And then use trained operatives to make sure they riot to maximum effect.
