You have to get rid of governmental hierarchy. One long way is to educate people towards non-material values. When majority of people will give no fucks about shiny things but will be interested in answering to existential questions through scientific observations, then you will achieve something. But for ages there is problem that the ones in power are not willing to give up that power and all the money that comes with it. They need uneducated masses that are okay with being exploited.
