Because we never demand anything more for them.
Women are valued for sex and beauty. They never grow because we never teach them how to get past the emotion to action mentality. We give them passes or just say "that's a woman for ya".
If we demanded intelligence and stability vs a hot ass and willingness to suck dick you would see a big change because all a woman wants is to be accepted by others. So make that need for acceptance tied to being better

"Demanding intelligence" would be trying to make them masculine/male. This is what's lead to such confusion and unhappiness in society (homosexuality can be thrown in here too).
A society that praises women for being their natural selves (nesters) is the one that will prevail.
This isnt mutually exclusive. You can pride them on being women and still demand a rational mind. Thinking one negates the other is what causes them to be the dumbfucks they are.
Will they ever be like men? No we are different species. But they can absolutely be held accountable and be given the incentive to do better
