In the past 30ish years, the only comic book guys I've found interesting have been Punisher, Wolverine and Deadpool, so I have no idea where you came up with this ridiculous idea about "not killing bad guys."

I think it should be on a case-by-case basis. superheroes should not be vigilantes, they should either be members of law enforcement, or working to change the system they live in such that law enforcement is not filled with such flaws that vigilantism becomes necessary.
I'd argue its done deliberately so the concept of destroying what is evil doesn't even cross your mind.
