No it isn't. Costa Rica is a borderline socialist country with insane tax burdens and absurdly high unemployment. The crime is also pretty high and, like you said about Belize, whites live in enclaves with bars on the windows and massive walls filled with cameras.
I haven't done any research on that particular area but I'm very skeptical when you are recommending places like Costa Rica. My wife and her family have lived there the past 15 years and it is not a good place to be. Especially after Covid. The economic conditions are considerably dire even when you compare to surrounding countries and the government is extremely corrupt. Cost of living and taxes are absolutely through the roof. They wanted us to move there and the more research I did the more horrified I was. That would be a last resort in case things just completely collapsed in the US.
What I knew about Costa Rica I learned 20+ years ago. My uncle spent time there in his retirement motorhome. His favorite place was Chile. My personal favorite would be Uruguay but that's just me.
The most ex-pats would be in Mexico. But I've lived and travelled abroad, and sure didn't want to live among ex-pats. In Mexico, I'd take Ensenada and live dirt cheap among the locals.
