Fucking foreigners never register their vehicles here. I guess either the cops don't enforce it or they just drive shitty cars until they get impounded

During the early phases of the "pandemic", new registrations of vehicles were rendered impossible. This may be one of those who never bothered after the dmv reopened.

Embassy vehicle?

Different countries have different regs for embassy vehicles. I've seen a couple that had sovereign plates similar to this. Usually they have a flag and a #, but maybe not always?

Diplomatic plates in the US are issued by DOState and are powder blue with a red bar at the top. Sometimes a wealthier country may fly a presidential vehicle over here which would have its own plates (turkey for example) those usually like an armored Benz not a Chevy

But, I've been in Africa and South America where the embassy vehicles are much more "loose". I can't remember which country I was in (Kenya?) where I saw some pretty casual embassy rules / vehicles.
