Maybe, I'm too skeptical but I really don't think any states would've been able to pass constitutional carry without "their" blessing. What are the potential negatives for gun rights? Was other language included? Are they counting on more mj legalization to conflict with carrying people to label them as traffickers? Attempt to remove states permitting process so that when they stage some mass shooting they try to implement a highly restrictive federal permit?? I feel like something is being overlooked.
