I think it is because firearms may be inferior weapons at this point, like muskets. Still work still good but I think they have something better and better armor. Not the normal military mind you, thats just population control anymore.
Once you get near 3000 fps you're in crazy fluid territory. Forces routinely exceed tensile, compression, and shear strength metrics for everything. Material sciences wane to pure momentum. Everything dusts and splashes. You can't turn or stop the projectile without an omnidirectional explosive burst of matter. If it takes 508mm to accelerate with 4000 lbf acting on it, then it will take 508mm to decelerate with 4000 lbf acting on it. Imagine what happens when body armor tries to stop it in 25mm. Handguns have more reasonable kinetics. But a rifle... lol.
