This is obviously conjecture on my part. What are your thoughts?

The purpose is the same it's always been everywhere communism has been implemented.

Propping up the mediocre, the dysgenic and the low IQ vermin so as to make them completely loyal to the system who gave them everything and without which they are nothing, which will make them fight all the harder to protect it. The purpose is to increase crime. Without police this leaves military or corrupt militia or politically aligned police (gangs). Guess who joins those gangs? It's not whitey.
