They do t have to take down everyone, just those who are leaders. 1/2 of 1% would be enough of a deterrent. They don’t have enough physical numbers, but they have an unprecedented technicaladvantage.

Speaking in person with a loud source of background noise will make it impossible for anything but CIA-grade hardware to listen in, like having a conversation on a riding mower for example.
I disagree, phones track where they are, who is nearby, record and send audio, and those files get cleaned, parsed, scored and cross referenced.
Those I know who are in that world, won’t even talk unless phones are at home, and you both are waist deep in the ocean, shirtless.
Oh , this is just information / research . Knowledge is power , blah , blah.
The biggest stumbling block you'll find is command and leadership. Particularly in an organization that can't compel participation. You'll see this is the biggest problem in everything from your gaming clan to the proud boys. Either bad leaders will get into positions of power, or the leadership will be ineffective and uninspiring.
If you sort this out everything else is a cake walk.
