Just speculating.

Perhaps they were in the groups injected with saline. I believe a low percentage of people choosing to be injected are actually receiving the toxic form. Depending on their medical history, age group, genetics/"race", region of the world/country and other factors, they may have been designated to receive saline to "water down" the statistics of negative effects being experienced and reported.

There are several reports of groups of people at different hospitals around the world "accidentally" being given saline injections instead of the toxic injection. This is something which cannot happen as it would require not just a chain of individuals to all fail in their responsibilities, but non-human safeguards to all be disabled/defective. It can only happen if it was intended to happen and someone who wasn't "in the know" noticed something they shouldn't and said something, so those involved needed to pull an "oops, come back in and we'll give you the real one."

Perhaps 10 people who receive an injection could be: - 3 toxic - 7 saline

Then 2 of the 3 who received the toxic injection having negative reactions would actually make it seem like 2 out of 10 had a negative reaction and cause negative reactions to falsely seem to be "rare", when it could actually be 2 out of 3 experiencing them.

I highly doubt they'd be injecting the actual toxin into everyone right away otherwise it would be difficult to hide or downplay the mass negative reactions most would be having. As people receiving the injections are willing participants in an experimental trial, by having a 1/3 initial introduction, they can gauge how common and severe negative effects are and then ramp up the percentage of those receiving the toxic injection if percentages of negative effects being experienced are deemed "acceptable" or flat out being ignored/unnoticed by the population.
