Sure we did, I work with a lot of medical clinics and worked in a hospital research lab for years. the principle of "Informed Consent" for research on human subjects is extremely important and taken seriously- any violation of this strict code of ethics is dealt with seriously.
the government just thinks they can bypass this cause muh "emergency" but really they can't.
