A military school would eventually expel them without refunding their considerably large tuition fees. Private schools are under no obligation to accommodate problem kids the way public schools are. They just kick the brats out, that's how they maintain their high outcome standards.

Time preference is also highly heritable and correlates tightly with self-destructive, impulsive behavior like meth abuse and arson. Personality is also largely fixed by the age of five or so. In other words, both children are likely low IQ psychopaths that your brother was dumb enough to think he could fix with magic dirt.
Life pro tip: psychopathy is incurable.
