I assume it's not illegal to advocate for it, but guarantee you'll be dragged over the coals for any killings that occur for people in that category

That's why you need to release a list of the first 1000 to be killed in order, and strongly denounce all attempts to kill out of order.... e.g. Bad form Officer Chauvin! It wasn't his turn.
