I'd rather have an evil leader than a fool. A fool has the best intentions, but poor ideas, so he will go out of his way to ruin his country in the hopes of doing what is right for the people who live there. An evil but clever leader, on the other hand, has his own goals and plans, he is intelligent enough that his nature can be predicted and worked around.
