It's part of the war on carbon aka climate change. Correlate to "carbon based lifeform", which is everything alive on earth. They call CO2 a greenhouse gas, as if greenhouses are bad. Are they? Where does our food come from? What decomposes into soil? What provides feed for our animals? What provides cover and habitat for wildlife? What do we build our houses with? What do we burn to keep warm? Where did coal and oil come from? Everything we're made of and everything that we do is part of the carbon cycle. They want to kill carbon, keep it entombed in the earth either as coal or oil forever. I say burn it and let it become plant life again. You may not think of crude oil as food, but through sunshine and photosynthesis, it is.
