Obama did this too with things like Solyndra. It's basically a free handout to green energy startups and no one on the left ever questions it because they are too busy thinking they are fighting "climate change." It has nothing to do with creating jobs. Biden will give a lot of taxpayer money to green businesses his cabinet and himself will personally gain from, leftists will cheer how things are going "green" while creating "high paying" jobs. It's one hell of a scam and politicians have realized they can have no one on the left hold them accountable for their corruption if they do everything in the name of social justice and fighting climate change. Oh yeah, and the media won't ever question it either because they're a bunch of useless lefties who are either in on the scam or blinded by the virtue signalling to see the scam.
