Every cop I know has this mentality. They are trying to fly under the radar for as long as possible to score a pension and early retirement. They know if they make one wrong move they might be jailed for life or worse. It's a very stressful situation, obviously. You need to remember cops are usually kinda dumb too. It really does take them a little longer to figure out things like this.
The pay for cops in these urban areas has actually gotten pretty good due to retention bonuses and overtime. Cops can sit in a car or behind a desk for hours and get ridiculous overtime pay. Many of them possess no other skills and are usually aggressive jerks outside of work, so they realize that they won't make this money elsewhere.
If I was a cop, I would rather risk being written up for laziness or dereliction of duty than be killed by a black or found guilty and jailed by the mob, though.

The cops have put their own asses first, traditionally, which meant when in doubt shoot the nigger. They still have to protect themselves, so I suspect that will mean run from the nigger. I suspect they will be fine. It is the rest of us that aggressive cops were protecting by eliminating criminals.
I can’t wait until the urban shithole cities truly do defund the police and then sink into a chaotic hellscape of nigger crime and total anarchy.
