I'm not sure if it's an excuse, this whole situation is clearly designed or being used highly advantageously to balkanize the American people in general, including police. Who should be blamed at this point b/c the government has become the largest perpetrator in the war on drugs which, it itself created? Cops certainly haven't been doing themselves any favors tho.
