It shouldn't be some sort of flat number, instead it should be levied by the supplier by the pound where weight puts extra pressure on the provider... planes, amusement parks, health insurance, dental insurance, car rentals, grocery store scooter rental.
"Oh you wish to fly on our plane? Ok please get on this scale. Ok according to your height, normal weight is 50 lbs less than what you are. You owe us $50 at $1/lb."
"oh you wish to use a scooter at our grocery store? well you can either walk for free or you can pay $50 non refundable fee for the scooter use."
