Wouldn't the last 2 of your scenarios drive down IQ and make for easily controllable slave class? I don't see much difference between the two.

I also wonder what would be more sinister than partitioning humanity into a thin layer of uber-elites and a decreasing layer of slaves.

Depends who is pulling the strings.

If it's the Jews pulling the strings with covid, they absolutely do not want a greater percentage of elite white people around. They want only low IQ subhumans to rule over. Leaving them around is very dangerous to their plans.

If it's actually the chinese, they might indiscriminately kill and not give too much of a fuck whose left. They only want the land and resources and they can easily repopulate entire continents if necessary.

A few tricky native populations here and there are something they are not only good at dealing with but actually profit off of by enslaving them.

If you look at who financed the foundations of Chinese communism its the usual suspects. For Clean Hands, I suspect both of your explanations are active. This thing has layers -- Strategic, Operational, Tactical -- and the ChiComs are either knowing participants or golems for a higher-level Holy War. Admittedly, I have very little in the way of data. This comes just via observation of previous mass-scale subversions and the documents they produce.
