There never was a statewide "mandate". County commissioners dont make law. The governor declared penalties for not wearing a mask unconstitutional (God Bless Him) and therefore unenforceable.

Pinellas County. The most densely populated county in Fl. I quit wearing the mask after 6 weeks in mid Sept. No one says shit to me.

I stayed at a hotel in Pinellas County and the lady manning the breakfast area went insane and called the police when she saw me without one. I went back to my room after a while to hide but, would the police not have done anything? Even though the county is saying they require masks (judging from signs I saw at another hotel) ?
