Perhaps, but look at the fear that has been instilled into people. They're so cowed they're willing to believe that standing 5' 11" away from someone will cause certain death, the security of that little piece of paper from the government is more than enough. It doesn't need to be tracked from what I can see. I fully agree with you, if this was real these things would be like a passport instead of a child's vaccine card.
