Now the fastest way to get the white population numbers up is basically every man will have to have at least 3 wives and at least 1 of those offspring would need to be male. Ideally for three generations. Hungary is sorta doing this but is leaving the polygamy part out and instead using tax credits to encourage more children.

Aside from the typical ADL and SPLC racist bullshit media campaigns that would come about, what kind of a marketing campaign would be needed to sell this idea?

I believe a thing that came out some years ago is the only way. Some sort of Christian Islam hybrid with all the rules of procreation and marriage and children from islam. Divorce laws have destroyed marriage and child birth. Its why men don't want to get married. As long as those are the rules the marriage and procreation numbers don't be high enough.

Until alimony and child support are fixed numbers people know they can count on if a marriage goes bad men and increasing money earning women will continue to choose to live without childbirth and marriage.
