A credible death threat will do it. You really want a visit? It's not like you imagine; you're going to say some thought-provoking comment about "rights" and everyone is going to nod and let you off the hook. Like getting a minor traffic ticket they win by bureaucratic grinding. You can fight it but it's going to cost you more time than the $ is worth.
