License Plater Readers (LPR) at a toll both are just a camera that reads your license plate. If the license plate is visible to read by the human eye, then the LPR can read it.
When you go through the toll booth, the camera not only takes a picture of your license plate, but it also takes a picture of the driver's face. If the license plate cannot be read your license plate for whatever reason, then the image of the vehicle driving through the toll booth is flagged for manual review by a human.
Your best bet is to have a device that covers your license plates with an opaque cover so your license plate is not visible at all. And wear a mask on your face.

I recall seeing a film or plastic sheet that was transparent until a low volt charge was sent to it, which then turned it dark. No idea where I saw it or how to find the site.
Anything that will prevent the retroreflectivity of the plate may help. Look into privacy screens, or "anti-peep films".
Edit: Also look into polarizing film. I wonder if the camera is at too much of an angle the photons may not return to the camera.
The best you can do is attempt to block the IR cameras they use for night time. Either with a way to filter out the IR or using IR lights to blind the cameras.
I've looked into that a little bit. Seems like it would be a day job as I can't find anything decent on the market. Maybe with military grade ir led's inside a plate cover you could get enough reflection for daytime.
ir blocking glass just appears light blue iirc. The cameras most likely have ir filters that are removed at night, so ir blocking/overloading wouldn't do much during the day.
I don't know how legal it would be, but if you could do something like a laptop privacy screen, where the plate is only readable at acute angles it would block things from above (red light/ highway cameras).
That seems to be the most effective product on the market I have seen, I am just concerned about the tinting effect and the inevitable crackdown on that. Mother fuckers are selling those for like $90 a peice... maybe an actual laptop filter and a pair of scissors would be cheaper.
I dont run red lights or speed, I am looking for toll evasion... in minecraft.
