All wars are just a thinning of the herd. Send the strong to fight and die. Eventually, you've removed the strong from the herd and the herd is easier to control as it is just weaklings. Which triggers evolution because good times create weak men, weak men create bad times, bad times create strong men and on the cycle goes repeating every, roughly, 4th generation.
