Is anyone aware of about papers looking at this question in other animals that have several recognized subspecies? If so, it would basically kill this key argument dead.

That doesn't mean what the people who say it think it means. Let me give you an example.

Lets say (I'm just making up the numbers 'cause I don't feel like looking it up) the guy who plays mini-me on Austin powers is 3'8" and Andre the Giant was 8'8" before he died. Well, they're both White so they're part of the same race. There is a 5' difference between them. Whereas if you compare the average height (again just guessing here) of White Men at 5'10" and East Asians men at 5'7" the difference is only 3" between races, and yet it's 5' within the same race!

So what's happening is that they heard someone who sounded smart say that phrase and they repeated it because it fit their world view and they also wanted to sound smart.

So one is comparing the extremes and the other is comparing the averages.
