I want it to be Texas Governor Greg Abbot being controlled like a marionette, a puppet on strings. I want the puppet master to be le happy merchant, or similarly comedically anitsemitic jewish charicature.

If you want to give it a try with a program that does all of the basic tasks photoshop does you could always give a shot.

It doesn't have all of the flashy automation tools, but has more tools than you'll ever need for the meme in question.
