A plastic could be made that stores carbon, but also could be used as fuel, and be stored in massive blocks, or just tossed into the ocean depths where it's unlikely to decay in any way for a while.

It would have to be made from plant material or CO2 gas in the air to be a carbon sink though.

One does not simply make elements. There is a retarded notion out there. Carbon is an element. It cannot be manufactured. There is no more carbon in this world now than before man existed.
