Im pretty sure that the specific situation involving game stop is that the hedge fund basicslly agreed to sell anyone, as many shares s rhey wanted of gamestop at a given price. They bet the farm that the price would be below that, and they would make the difference as profit. Most of the time there are limits to how many shares they can short sell
