He's doing the Andy Kaufman/Family Guy act. By dragging something out far, far too long it can go from being uninteresting, to uncomfortable, to funny. Much popular humor is about subverting expectations. The Jerry Seinfeld observational humor "Ever notice how we park on a driveway and drive on a parkway?" is along these lines. The point is that it's meandering, shocking or makes you see a connection that you wouldn't have seen otherwise.
I'm not a huge fan of Kaufman/Hyde/Seinfeld, but that's the reason some people find it funny.

Many people like Hyde in particular because his politics align with /pol/ and he tries to undermine the jews.

He's obviously mocking niggers while ad libing the most ridiculous nonsense possible. He does a pretty good job of aping how black people talk and drawing your attention to how stupid and childish their culture is. The actress starts cracking up at "they call me pink dress" because the things he's saying are just so stupid. The longer he keeps going the harder it is for her to maintain her composure.
