I'm going to host covid-19 content that might get me censored by google/aws/azure (GAA).

A virtual server isn't ideal because I am not an expert in configuring security. But price is the biggest concern $20/month MAX.

Just find a cheap one. Avoid big cloud like AWS, Azure, RackSpace, GoDaddy, HostGator, Webhost4life, etc.

Tech support will suck mostly. The control panel is important. If you're using Windows hosting, make sure they support .Net core. They're all going to hit you up for upgrade fees for things like SQL server, bandwidth, multiple domains, etc.

For $20/month, you're going to be stuck with shared hosting.
