I told you one doesn't believe in free speech (or at least cares more for freedom of association) and the other has some kind of controversial past. I think you'll need more than 2 users for your change to be implemented. You'd have to know more people block more to stifle disagreement than to block pests.

The only change has been how many people one can block. The function has been the same.
