In theory the spinning of the wheel creates enough centrifugal force that it would be possible to stand up on the inside the outer ring. The same as this carnival ride (lh4.ggpht.com) except the wheel is much larger so you can stand on the inner surface instead of being pinned to it on your back. It would still be very different from walking on Earth.
