I don't believe gambling is explicitly condemned in the Bible. The Romans cast lots for the garments of Jesus after he died on the cross, but it wasn't actually condemned. The casting of lots was an accepted practice -- that's how the disciples found a replacement for Judas. There are condemnations against the love of money, but that's not the same as gambling. I'm not saying gambling is a good thing to do, but I don't see any outright condemnation or prohibition of it in Scripture.
