I too find it incredibly unlikely that an EMP big enough would ever occur. It's not really worth worrying about. As you say, an attack on our infrastructure would be much easier and very effective. But the thread asked a specific question about an EMP so I answered as such.

Having dealt with the recent Texas mass outage, I can say that this would bring the end. Things grind to a halt without power.

they dont need to spy on us anymore. That ship sailed years ago. Now they allow us to talk about it because we think its something to expose or whatever but it doesnt matter anymore. They have everything on us, and if the archaic grid goes down, do we really think they are limited to the same antiquated technology? If anything, it was all distraction etc.. They will give us little nuggets of truth about something. and then we get all in a frenzy trying to "wake up" everyone. when really, we're being distracted from something else, much bigger and more sinister. Another thing, all of this talk about "THE END," has anyone ever considered what that looks like? Does anything in our reality just "end." Other than movies...? Think about that for a second. Almost like WE ARE BEING PROGRAMMED ON EVERY LEVEL! Even so much that we expect "the end"... ooh the Apocalypse! The Armageddon! Most people don't even know what those words mean. It would be nice if everything just wrapped up in some dramatic finale, but I'm afraid our reality just doesn't work that way. But with all of the people programmed to perceive, we will never escape this hell.

Pretty sure most modern intelligence buildings are buildings inside of large Faraday Cages, and probably have backup generators, so, it would cripple their ability to spy on your communications because you would no longer be able to communicate, but their internal systems would be just fine.

Field power diminishes exponentially with distance. A giant EMP over a city? Sure, it could cripple that city. But the "over the USA" scale is dystopia fan-fiction.
