Obama gave his first State of the Union Address on Feb 24, 2009

George W. Bush gave his first State of the Union Address on Jan 29, 2001

Bill Clinton gave his first State of the Union Address on Feb 17, 1993

...Biden has not announced a date for a State of the Union Address. By modern historic norms this is definitely 'overdue' to at least have it scheduled.
