Last time I got a pre-paid VISA card with cash, it required me to register with my SSN to use it online. I remember when there were no such requirements but they changed the rules cause they want to know where the money comes from.

Mullvad (and others) will accept cash mailed to them as payment, which is probably a better option than a prepaid card. I can't speak to the integrity of Mullvad, I personally use Private Internet Access (though they don't accept cash) due to their proven no-logs policy where they were unable to answer subpoenas because they had no info. I would not recommend a free vpn for this scenario, they're making money somehow and it's probably off of selling your activity.

Why bother? Use Mullvad.net - they take Bitcoin or cash - you can send cash in an envelope - they require no email and auto-generate a random account number for you. It doesn't get more anonymous than that.
