I'm not talking about a South Africa under apartheid situation where whites are in charge. I'm wondering if there's a parallel to the United States. The USA is white majority but nonwhites have special rights under the law that whites lack. Is there a democracy where whites are a minority but have equal rights?

yeah, sa is a bit of a unusual one, if we assume the average person living there is a construction worker or servant i think that the white person would actually get a bit of special treatment compared to the average person living there but the average male saudi citizen is far better off than both groups combined due to the way their society functions but also half of the saudis are women so how do we account for that, women in the west have more rights and autonomy, so the average saudi citizen is not doing as well as we would think if we just consider the men

you hear about them mutilating their maids, its never a white women
