You'd think that a high end consumer grade line would support a couple hundred users, obviously that wouldn't be in their ToS.. I think the most amount of money is likely in sorting out crashes and networking issues. Time is valuable. I pay my internet with about 2 hours of labour, but sorting out server issues all month? Likely costs more.
