Well when you are born filthy rich and are given the best education on how to manipulate the world with the money and systems already in place, it's hardly mastery. As for regular Jewish cons, especially Rebbes, it's more about the Chutzpah. They know they are a protected class in certain areas, so they feel emboldened to act. Who gains more generational wealth or new wealth, those who act or those who don't? Also why they collect into certain cities. They know the government is totally controlled by their tribe so they know they can get away with more brazen scams.
