The various view buttons serve different purposes. Since the front page is also composed of default and subscribed subs, it makes sense that Hot, New and Top would be subsets of the front page view. All/New is the one option to break out of the default/subscribed subs views so you can see everything. Voat and Reddit also worked this way so it's not a concept created by Poal and is seen as standard on forums like this.
