Collateral damage. If they're being raped then they either put themselves in a bad situation or they were put there by others and will never be more than a burden to society.

The latter is just sad, really. I was thinking more of the children, I recognize grown-ass adults should be smarter

This sort of thing used to be extremely rare in the West. The children suffer when adults tolerate everything out of fear.
