I grew up very poor, and saw plenty of ugly women. I've lived in middle class areas for much of my adult life, and although there are still plenty of fatties and goblins, it seems like there's fewer. There's certainly more gym bunnies and fewer girls who look like drug addicts in this economic sphere.
Of course, that's just my experience, and I can't give you exact data for this. But if I had to guess why you notice more hot poor girls and ugly rich girls, I'd guess confirmation bias.
