We have to start organizing using things they do not typically use, like encrypted broadcast over HAM radio frequencies. Apps designed to operate on non-standard airwaves like that would be an excellent idea.

This can get you in trouble real quick can't it? I thought it had to remain un-encrypted, and in clear terms.
Oh probably, I’m not really being specific with HAM, what I mean is to branch out into roads-less-travelled, and get established there. And/or, alternatively, find creative ways to use existing systems to signal. People have joked about tap-dancing Morse Code messages on Bob Hope, but that’s a way to think about turning our specific circumstances to our advantage. “It’ll be a nice day, if it doesn’t rain.” “It’s always a nice day if it doesn’t rain”.
Start talking about setting up signals like this at work, with like-minded people - secret society style. If we actually start doing stuff like this, laying a foundation, then we can build up from basics, to more complex codes.
Who knows, maybe this stuff is going on all over the place, here. But you can’t really get away anything actionable unless you know a person IRL.

I’m under the impression most of POAL is like that, except the problem is that we can’t use the existing internet for anything actionable, for security reasons.
There’s an unavoidable face-to-face component to all this, at least until we’ve “built our own Twitter” somehow.
We can discuss ham radio encrypted communications and anything relevant. I just thought a sub dedicated to such things would be useful.
