Athenian democracy was nothing like modern democracy. You could only vote if you could prove all 4 grandparents were Athenian citizens and only men could vote. The crazy part was that it wasnt just token voting either, citizens were pulled from their lives for mandatory service in the senate, like year long jury duty. I think those first two conditions must be mandatory
