This is the reason. Most modern phones want to draw 1 or 2 amps, whereas USB ports do not put out anywhere near that much amperage. Even a USB3.0 max load is 900mA, short of even one amp.
Some motherboards/laptops have a special USB port that often will show a symbol (Lightning Bolt sometimes) indicating that it is a USB port specifically designed for charging devices, and they often push more amperage.
