USB 2 ports are limited 500 mA. Most of your wall warts are 2A

This is the reason. Most modern phones want to draw 1 or 2 amps, whereas USB ports do not put out anywhere near that much amperage. Even a USB3.0 max load is 900mA, short of even one amp.

Some motherboards/laptops have a special USB port that often will show a symbol (Lightning Bolt sometimes) indicating that it is a USB port specifically designed for charging devices, and they often push more amperage.

Mine charges but it's much slower than the wall charger I got for it.

Laptop on or off? If it's off, there is a setting in bios to enable usb charging while off. There also may be settings to deliver more power for charging on some devices. I know asus has this feature, and has for a while.

Your laptop port power is too low for modern cell phone charging. Do you have a USB 3 port?

what color is the tab in the port? black, white, blue, orange? some phones need blue or orange

Mine will only charge from USB if I enable file transfer.
