That's like stealing from a burglar to get them to stop stealing. It's a stupid idea. You can't fundamentally change somebody's nature. You can only hope to control it, at best. The only way to stop it is the consistent application of consequences that outweigh the benefits.

No. Stealing from them will not cause them to stop stealing. The only way a person stops doing what they're doing is when they are physically unable, or when the consequences of their actions are not worth the gains.
